The Latest on Visa Transaction Advisor for Fuel Merchants

Automated Fuel Dispensers (AFDs) are increasingly being targeted by criminals at an alarming rate. With fuel prices dropping, criminals are moving inside the store purchasing gift cards, electronics, cigarettes and other fencible items. Visa Transaction Advisor (VTA) is a solution that extends the power of Visa Advanced Authorization’s global risk intelligence to U.S. oil merchants/acquirers to reduce fraud losses, and it does not require merchant hardware or software changes.

How Does It Work?

  • Consumers use their Visa cards at participating AFDs
  • Each transaction is scored and reviewed against merchant-approved threshold rules
  • Transactions that score above the threshold trigger a pump response that sends the consumer inside the store to complete their purchase (criminals drive away)

Visa Transaction Details

  • Supports non-PIN transactions acquired at U.S. merchants for globally issued Visa cards

  • Assists with cross-border transactions

  • Does not remove AVS/ZIP verification or velocity checks (supplemental)

  • No proposed changes to liability

  • Ability to support larger and small/mom-and-pop fuel merchants

  • Subscription is based on merchant MVV*

  • Larger merchants use their unique MVV, smaller merchants use a generic MVV

  • A unique MVV allows customizable rules, generic means and a single standard rule

  • One-time MVV activation

  • Worldpay adds the MVVs to the authorization requests

  • Once an MVV is active, Worldpay may continue to add merchants/transactions

* MVV=Merchant Verification Value, a unique Visa merchant ID, assigned by Visa *

Fraudulent Accounts — An account is fraudulent if it has one or more reported fraud transaction. The discovery of fraud can occur days, weeks or even months after the fraudulent transaction occurred. Once the fraud is discovered, the account is closed.

Inactive Accounts — When an account has not had an approved transaction for an entire calendar month and it has no subsequent valid transactions, the account is marked as inactive.

Last Active Date — The date of last non-declined transaction.

Inactive Date — The date on which the account is marked as inactive, i.e. 30 days after the Last Active Date.
